Following received from Commercial Counsellor, telegram 67
of 21st March.
Addressed to Peking telegram 67, repeated to Mission Saving. Your telegram 58.
Imports of arms and ammunition from Germany for 1935 as
published in customs returns were valued at 6,762,594 dollars
69 cents and of aeroplanes at 809,876 dollars. These published
figures are correct. The figures of similar imports for 1934
which will be published about 12th April are respectively
3,507,377 dollars 37 cents and 127,374 dollars. These figures are however not correct (see my telegram 15) and the real values
of imports were 6,966,427 dollars and 138,795 dollars 45 cents
respectively.
The real figures for 1934 were given to me in strictest
confidence and must not be used in any communication to the
Chinese or other Governments. There is of course no objection
to issuing the published figures though the figures for 1934 should not be quoted till actually published.
Figures given in the customs returns under each country
represent the actual manufacture in that country and are covered
by Consular certificates of origin showing this. It would not
therefore be possible to contend that the figures in the returns
represent only arms in transit.
